Οver six decades of multi-faceted history and action

The Federation has made a significant contribution to the growth of the national economy and business, forging a leading role in representing the employers and enterprise world and mandated to provide substantial support, adding value to members outcome and practically contributing to the country’s growth and prosperity.

Known as OEV, one of the central pillars of the country’s business community goes back 62 years, the same age as the Republic. It was established in 1960 by 19 innovative entrepreneurs who joined forces as employers in achieving the greatest possible balance in negotiations between employers and union, as well as becoming a network that will actively and resolutely contribute to improving national financial conditions.

The first steps in forging an employers’ organisation were taken in 1958, through the appointment of an 11-member committee mandated to promote its establishment. The founding assembly of the association was held in October 1959, initially registered as Cyprus Employers Advisory Association. Almost a year later, on September 26, 1960, the organisation’s charter was approved and signed, making the association an official reality.

Today, it has grown into an organisation with multi-dimensional action in all sectors of economic activity, its structure making up 70% of employees in the private sector, one of the largest percentages in Europe.

Τhe Cyprus Employers and Industrialists Federation constitutes a national independent organisation, an umbrella covering more than 110 professional and sector associations, extending to all fields of economic activity. The sum of its direct and indirect members is over 10 thousand.

Early days

The main aspect of the 1960s social reality was the establishment of the Republic of Cyprus, which led to the launching of the first institutions. Amongst the most significant ones, was the Cyprus Employers Advisory Association. Founded by 19 innovative entrepreneurs, it was the forerunner of today’s Federation. From the outset it jointed the International Employers’ Organisation.

During this time, the island state’s economy was mostly agrarian and largely supported by the primary sector. Adapting to this early framework, the Association facilitated its members efforts to grow further and the Cyprus economy to build the foundation stone of its gradual modernisation.

1970 – 1979

The Association achieved a significant growth in just a decade, as many isolated businesses but also professional associations joined its ranks. This new structure called for a rebranding, so the Association was renamed Cyprus Employers Federation, a better reflection of its wider scope and synthesis, leading to expanded action.

The early steps to industrialise the country and efficiently organise a more targeted tourist sector were violently shattered in 1974, cut short by the Turkish invasion and continued occupation of more than 37% of Cyprus Republic territory.

The now established Federation does not sit idly by. It adapts, reorganises, restructures and joins the collective effort, contributing towards the planning and implementing of actions to deal with the new realities. Significantly, along with main unions SEK and PEO and the facilitator, the Labour Ministry, they co-signed The Industrial Relations Code, a major social development.

1980 – 1989

Τhe decade witnessed a rapid growth of the manufacturing industry, along with a more dynamic effort to organise the island’s tourist product, focusing on forging a unique identity. These are prosperous times, with high growth rates and a stunning fast paced improvement of the population’s living standards. Once again, adapting to the needs of the time, the Federation is renamed Employers and Industrialists Federation on March 31^st, 1981. To better facilitate the work of thousands of members as it grew into a massive organisation, the Federation launched an Industry Department and with a view to contributing in the growth of businesses, a Training Department vocational geared towards business owners as well as senior officials of enterprises.

The union movement strengthens its position during this time, but so does the Federation, which became the first and only organisation to become a member of BusinessEurope, the European Employers and Industrialists Organisation. Cyprus remains a protectionist economy, functioning as a closed market, both in terms of employment as well as trade and financial transactions.

The Federation is quick to predict the globalisation trends, coupled with protective tariffs and quotas, it therefore moves pre-emptively to prepare the economy, businesses and society, for this new and highly competitive international environment. It declared 1987 as a European Economic Community year and to mark this decision, introduced the European Business Award, facilitating the readiness of Cypriot businesses for the major changes in their operations with the onset of the country’s accession to the European Union.

1990 – 1999

The economy transforms to the tertiary sector along with an astounding expansion of the services sector. The early steps to develop Cyprus into a regional and international services hub, are strongly facilitated by the Federation. Not unexpectedly and in relation to the changes, the same period sees a significant movement of the workforce to areas in the wider services sector.

The Federation is fast to react, adapting its organisational structure with the addition of a Services Department. During this time, the Cyprus government begins to gradual relax restrictions in imports and employment, introduced to protect the economy following the Turkish invasion.

Towards the end of the decade, the sudden growth of the stockbroking institution, a dangerously swelling bubble, that inevitably breaks, leading to a multitude of negative repercussions on a highly sensitive economy. The Federation stepped in, assisting both its members and the country to overcome the crisis and the accumulated issues it carried.

2000 – 2009

The new century and millennium are characteristic of high growth rates at a global level, with Cyprus also catching the drift.  Spirits are running high as the country joins the European Union and now equally participates in this great European family of 25 member-states.

But much preparation was needed. The Cyprus Employers and Industrialists Federation contributed to the drawing up of extensive legislation needed for harmonising with the acquis communitaire. Such legislative changes that was essentially equivalent to the ‘reestablishment’ of the state.

Βut the decades landmark was the national monetary revolution from the pound to the euro, coupled with joining the single market, which translated to freedom of goods and workforce in the European Union. It was a cross border achievement which forged an atmosphere of optimism.

This period also sees a development of renewable energy sources and a significant effort to reduce the environmental repercussions of business activities.

The Cyprus Employers and Industrialists Federation becomes a frontrunner in the awareness and education of business officials on the dramatic changes brought about by accession to the EU and the adoption of the euro.

It takes on initiatives of promoting and pushing forward saving energy technologies, renewable energy sources and environmental protection practices.

During this time, one of the top Federation priorities was developing and promoting innovation also through the establishment of the annual Cyprus Employers and Industrialists Federation Innovation Award.

It further enriches its activities with undertaking and participating in European programmes and carrying out studies.

2010 – 2019

In the first half of the decade, a bulging and overgrown public sector and financial system created an urgent need to recapitalise the Bank of Cyprus through a bail in, state support of the cooperative system and most significantly the collapse of the Popular Bank. As a result of these realities, the country appealed to the European Support Mechanism, borrowing 10 billion euro following a memorandum of understanding with the European Commission, the European Central Bank and the International Monetary Fund, known as the Troika.

The memorandum implementation led to the cleansing of the financial sector and an effort to reform the public sector. The ensuing crisis skyrocketed unemployment, sadly forced the need for the so-called social grocery stores and as a whole, forged a network of protection for vulnerable groups. Recovery returns in the second half of the decade, gradually recording steady growth.

The Federation acted quickly and decisively in propping up a Cyprus economy in deep waters, continuing to support businesses in every way as well as expand and take more members under its wind in a fast-growing family. Rising to the realities of the times it created a Department of Energy and Environment, an International Business Relations and Event Management Service, as well as a Studies and European Programmes Service.

2011 marked a landmark development. The Cyprus Employers and Industrialists Federation moved into its privately owned headquarters, fulfilling a long-standing vision of its members.

2020 – 2022

On its 7^th decade of life, the Federation initially recorded high growth rates, an effort to cover all that lost ground from the 2013 financial crisis. But it all came to an unprecedented and violent halt, with the advent of the covid pandemic. In spite of all the unchartered complications and difficulties, the Federation adapted yet again, playing a central role in managing the health crisis, establishing itself in the process, as the fundamental bearer of the business community in the production, promotion and implementation of policies to handle all the issues.

These critical three years witness an astounding rise in its members, with a multitude of companies and organised groups from all sectors and sub-sectors of economic activity, joined its ranks. In recognition of its multi-faceted action and contribution to the financial and social development of Cyprus, the Nicosia and Strovolos municipalities jointly agreed to rename the Federation building street to Cyprus Employers and Industrialists Federation Road, while the Postal Service honoured the organisation by issuing an anniversary stamp and a first day circulation envelope, marking 60 years of the Federation’s life.

The crisis in Ukraine and all the new complications it carried, once again pointed to the Federation’s resilience in adapting to the realities of the time and its courage to step forward and take a leading role in dealing with the repercussions on the business community and the Cyprus economy as a whole. With targeted action and well thought out proposals and suggestions, the Federation made a significant contribution in facing yet another crisis that plagued the global economy, affecting every country, including our own.

Πολλαπλές υπηρεσίες – ευρεία εκπροσώπηση

Σημαντικό κεφάλαιο στις δραστηριότητες της Ομοσπονδίας Εργοδοτών και Βιομηχάνων είναι η παροχή σειράς υπηρεσιών σε αρκετούς τομείς του οικονομικοκοινωνικού γίγνεσθαι και επίσης η συμβολή στη διαμόρφωση της κοινωνικοοικονομικής πολιτικής του Κράτους. Αυτό επιτυγχάνεται κατά άμεσο τρόπο με την ενεργό συμμετοχή των εκπροσώπων της στις πολλές εθνικές και ευρωπαϊκές επιτροπές και συμβούλια, τα οποία μελετούν θέματα οικονομικά, εργατικά, βιομηχανικά, υπηρεσιών, εκπαιδευτικά, κοινωνικά, ενεργειακά και περιβαλλοντικά.

Εργασιακές σχέσεις και κοινωνία

Στην προμετωπίδα της παροχής υπηρεσιών βρίσκεται βεβαίως το κεφάλαιο «Εργασιακές Σχέσεις και Κοινωνική Πολιτική». Από την ΟΕΒ παρέχεται βοήθεια στις διαπραγματεύσεις με τις συντεχνίες για σύναψη/ανανέωση/τροποποίηση των συλλογικών συμβάσεων εργασίας, για εφαρμογή ή ερμηνεία άρθρων των εν λόγω συμβάσεων.

Γίνεται επίσης μελέτη και αξιολόγηση εργατικών αιτημάτων πριν την έναρξη των διαπραγματεύσεων με τις συντεχνίες και παρέχεται στήριξη κατά τη διαπραγματευτική διαδικασία και κατά το στάδιο της μεσολάβησης στο Υπουργείο Εργασίας, Πρόνοιας και Κοινωνικών Ασφαλίσεων. Παρέχεται ακόμα στήριξη και πληροφόρηση για τον ορθό χειρισμό εργατικών διαφορών βάσει του Κώδικα Βιομηχανικών Σχέσεων και της εργατικής νομοθεσίας.

Αναφορικά με την εργατική νομοθεσία και πρακτική, παρέχονται συμβουλές για την ορθή εφαρμογή της κυπριακής εργατικής νομοθεσίας και πρακτικής όπως για παράδειγμα: τερματισμός της απασχόλησης, προστασία της μητρότητας, οργάνωση του χρόνου εργασίας, λειτουργία των καταστημάτων και όροι απασχόλησης των υπαλλήλων τους, ασφάλεια και υγεία στον χώρο εργασίας, ετήσιες άδειες και νομοθεσίες που αφορούν θέματα ισότητας και ίσης μεταχείρισης. Όπως σημειώνεται, σκοπός είναι η αποφυγή άσκοπων συγκρούσεων και η αχρείαστη εμπλοκή των μελών της ΟΕΒ σε δικαστικές διαδικασίες.

Επίσης, μεταξύ άλλων, γίνεται κατατόπιση πάνω στις διεθνείς εξελίξεις στον τομέα των εργασιακών σχέσεων και ειδικότερα όσον αφορά τις Οδηγίες και Κανονισμούς της Ευρωπαϊκής Ένωσης. Παρέχονται στοιχεία για τα ισχύοντα επίπεδα μισθοδοσίας καθώς και τα παρεχόμενα ωφελήματα / επιδόματα και δίνονται πληροφορίες που αφορούν την εισαγωγή και εφαρμογή καλών πρακτικών. Επίσης πληροφορίες για τις διαδικασίες απασχόλησης κοινοτικών και αλλοδαπών εργαζομένων.

Παρέχονται ακόμα εξειδικευμένες υπηρεσίες όπως σχεδιασμός εγχειρίδιου προσωπικού και επί μέρους πολιτικών, σχεδιασμός πειθαρχικού κώδικα, σχεδιασμός κώδικα για την πρόληψη και καταπολέμηση της παρενόχλησης και σεξουαλικής παρενόχλησης στον χώρο εργασίας, διοργάνωση ενδοεπιχειρησιακών εκπαιδευτικών προγραμμάτων για θέματα εργατικής νομοθεσίας και εξειδικευμένες και επιστημονικές εκδόσεις για την εργατική νομοθεσία και πρακτική που αφορούν και επηρεάζουν τις επιχειρήσεις.

Επιχειρηματική ανάπτυξη και οικονομία

Ένα άλλο σημαντικό κεφάλαιο είναι η επιχειρηματική ανάπτυξη και οικονομία. Στο κεφάλαιο αυτό, μεταξύ άλλων, παρέχεται στήριξη, προώθηση και δικτύωση για διάφορα επιχειρηματικά θέματα όπως:

– Ενίσχυση επιχειρηματικότητας, καινοτομίας και ανταγωνιστικότητας (προσέλκυση ξένων επενδυτών, προώθηση παραγωγικών επενδύσεων, παρακολούθηση διεθνών δεικτών ανταγωνιστικότητας της οικονομίας, απλούστευση και εξάλειψη διοικητικών διαδικασιών / γραφειοκρατίας στο δημόσιο)

– Θέματα οικονομίας (φορολογική πολιτική, κίνητρα, μεταρρυθμίσεις, στατιστικές, αποσβέσεις, προϋπολογισμοί, δημόσιες συμβάσεις, δασμοί, τελωνειακός έλεγχος)

– Βιομηχανική και αναπτυξιακή πολιτική

– Σχέδια χορηγιών (εθνικά και συγχρηματοδοτούμενα)

– Συμμετοχή και εκπροσώπηση σε συμβούλια, επιτροπές και σώματα στην Κύπρο και το εξωτερικό

– Προστασία καταναλωτών

– Οργάνωση και διαχείριση επαγγελματικών συνδέσμων στους κλάδους της Βιομηχανίας, των Επαγγελματικών Υπηρεσιών, των Κατασκευών, του Εμπορίου, των Τεχνολογιών Πληροφορικής & Επικοινωνιών, του Πρωτογενούς Τομέα, της Εκπαίδευσης και της Υγείας.

Κατάρτιση και ανθρώπινο δυναμικό

Στο κεφάλαιο «Μελέτες, Κατάρτιση, Ευρωπαϊκά Προγράμματα και Συμβουλευτικές Υπηρεσίες Διαχείρισης Ανθρώπινου Δυναμικού», γίνεται σχεδιασμός, συντονισμός και πραγματοποίηση πολυεπιχειρησιακών και ενδοεπιχειρησιακών προγραμμάτων κατάρτισης των ανώτερων στελεχών των επιχειρήσεων και παρέχονται εξειδικευμένες υπηρεσίες σε θέματα που αφορούν στη διαχείριση, ανάπτυξη και διατήρηση του ανθρώπινου δυναμικού των επιχειρήσεων. Μεταξύ άλλων περιλαμβάνεται σχεδιασμός και εκπόνηση εγχειριδίων προσωπικού, συστημάτων και διαδικασιών κατάρτισης, ανάπτυξης και αξιολόγησης απόδοσης του προσωπικού και συστημάτων παροχής αμοιβής και κινήτρων (Bonus and Incentives Schemes).

Στο ίδιο πλαίσιο παρέχονται στοιχεία και πληροφορίες που αφορούν στα συγχρηματοδοτούμενα έργα που υλοποιεί ή διαχειρίζεται η ΟΕΒ.

Ενεργειακή και περιβαλλοντική πολιτική

Σημαντική είναι επίσης η παροχή υπηρεσιών με επίκεντρο την Ενέργεια και το Περιβάλλον. Μεταξύ άλλων:

– Παρέχεται ενημέρωση σχετικά με τις δραστηριότητες και εξελίξεις στον τομέα σε εθνικό, ευρωπαϊκό και διεθνές επίπεδο

– Προωθείται η ανάπτυξη ερευνητικών προγραμμάτων ή άλλων ευρωπαϊκών συγχρηματοδοτούμενων προγραμμάτων

– Προωθείται η συνεργασία της βιομηχανίας με πανεπιστήμια στον τομέα της ενέργειας και την ανάπτυξη καινοτόμων τεχνολογιών

– Πραγματοποιούνται μελέτες και καταρτίζονται εκθέσεις για την Ενέργεια & το Περιβάλλον.

Over 110 Associations and Organised Groups

The Cyprus Employers and Industrialists Federation drew breath in 1960, amid the most significant change in the country’s modern history. 19 innovative businesspeople decided to set up an organisation that can both represent them and importantly contribute to the growth of the economy and economic activity. The sum of its members, both direct and indirect is currently over 10 thousand.

Membership Eligibility

• Individual employers, industrialists and businesspeople of all nationalities

Αny employer, industrialist or businessperson can submit a Federation membership application and approved if they can satisfy the Board of Directors that they employ personnel on a regular basis at a permanent place of work connected with any industry, service, commerce or business in Cyprus.

Any legal entity set up on a Statute basis can only be accepted as a member only if their activities are conducted in a similar manner to an industry, service, commerce, work or business and if they hold separate accounts that do not constitute part of the country’s General Budget.

It is hereby understood that in the case of legal entities of any form, the member accepted is the legal entity represented in the Federation by the official nominated through the relevant bodies of that particular legal entity.

• Associations and employers federations

Eligible to apply are registered associations or employers, industrialists and businesspersons federations in those industries, services, commerce or businesses in which such associations or federations exist, independent of the name with which the associations or federations are known by.

• Professional organisations

Independent of the above, any professional organisations can register as members of the federations-with or without being legal entities.

Administration

The Board of Directors and the Executive Committee exercise the Federation’s administrative authority. The Board of Directors is made up of 150 members, who represent all sectors of economic activity. They formulate general policy and elect the President and Executive Committee.

Looking outwards

What is of substantive significance for the federation are the international business services it provides. This is achieved as follows:

• International contacts: The Federation develops relations with the trade attaches of diplomatic delegations in Cyprus, Cypriot embassies abroad, as well as financial organisations and employers’ federations globally, aimed at promoting trade relations between Cypriot and foreign businesses, as well as attracting foreign investments to the country.
• Conferences and financial fora: Multi-issue conferences are organised both in Cyprus and abroad, foreign officials conferences are hosted in Cyprus and scheduled tours take place to local top businesses.
• General information: The Federation keeps its members informed on relevant exhibitions, visiting delegations, financial assessments and other financial data and indicators published on a global scale. It also provides data and consultation to both Cypriot and foreign companies on issues pertaining to international trade, imports, exports, taxation status, financial evaluation, also offering business guides and market sector by sector assessment.
• Incoming delegations: Foreign business delegations are hosted and relevant contacts and meetings are organised.
• Outgoing delegations: The federation plans trade missions at international exhibitions, conferences and other events abroad.
• Foreign seminars: Sectoral training seminars are held for Cypriot businesses abroad, including visits to factories and research centres.
• Trade advisors: The federation arranges meetings between members and trade advisors of foreign countries in Cyprus, probing for business opportunities in various countries.
• Commercial Exhibitions: Relevant exhibitions are organised with the purpose of expanding the capability of businesses to promote their products or services on the Cyprus market.

The administrative structure of the Cyprus Employers and Industrialists Federation

Τhe Board of Directors and the Executive Committee constitute the Federation’s two pronged administrative structure.

150 members make up the Board of Directors, in which all sectors of financial activity are represented. The Board has the power to elect the President and Executive Committee and formulates general policy, implemented by the Executive Committee.

The Committee is made up of 22 members, promoting the Federation’s goals and purposes, in line and within the framework of the Board of Directors general policy.

19 Presidents and 5 Directors General

Since 1959, 19 Presidents and 5 Directors General have provided their services to the Cyprus Employers and Industrialists Federation. The first President was Nikos Lanitis, who held the post from October 20 1959 to 19 March 1962. Under his leadership, the Advisory Association of Employers was prepared and set up. It was the first employers association of its kind in Cyprus. The first Director General was Stelios Theocharides (5/1/1960-20/4/1964). The current President is Andonis Andoniou who was elected on January 1^st 2021. The Director General is Michalis Andoniou, appointed on February 1^st 2016.
